I recived 2email that my email to [removed by moderator]
Was blocked and that my cloud service payment is expired

First of all I tought that Google clud services are free and doest need payment mothly im I right?

Second of all I dont recognize the e mail I attached and I didn't try to send anything

Could my account be in danger?
What stepst should I do?

I tried to contact Google cloud Billing service but they sey Im not administrator of any Bill.
