We are trying to deploy a BindPlane collector and we want to know if we could build a centralized management console for all our BindPlane forwarders which are sending logs to Google SecOps SIEM.
Could anyone please help us with documentation for building same?

You can use the SaaS version as well.

That error you're experiencing is from not having a project associated with your account to build out the required compute to host the application. It could be installed on-prem, in GCP or you can use SaaS as I showed above.

There is a central console you can download and install to manage the collectors. Details here: https://cloud.google.com/chronicle/docs/ingestion/use-bindplane-agent#bp-console
