No access to billing account

Recently, my ex-partner took off and took the 2FA authenticator with him.

Now I want to pay the Google Cloud bill, but I have no access to the Google account anymore.

I tried account recovery for 2 weeks at 08:00 AM every day, but it keeps rejecting my attempt to recover with the message that they could not confirm the account belongs to me.

The weird part is that I am the actual owner of the email address and domain name (with proof).

How can I regain access to my account to pay the bill?
