Unable to see Custom Fields tab

I have assigned the role of SOAR Admin to a user and they are unable to see the "Custom Field" tab in "Case Data". What permission is needed.

@pontorieroa ,

The permissions are provided based on the capabilities of the permission group. Can you share how it's configured? 

It's available under Settings -> Organization -> Permissions
