I noticed the ReCaptcha test key seems to stop working this morning, is this a known issue or down time?

Amitai here from the reCAPTCHA team. So sorry for this - it is a bug on our side. A fix is rolling out as we speak and you should see this error resolved within a few hours at the latest. If it isn't by tonight (USA time), please let us know!

This might be a bit of canary in the coal mine. Encountered this myself and ended up looking for where/how the recaptcha is setup and realized we missed a notice notifying us of needing to migrate from recaptcha classic to recaptcha enterprise.
Well, once the migration is done (project created, etc.) there's an option to create a test key which shows the same behavior as the test public/private key used to use. ("This reCAPTCHA is for testing purposes only. Please report to the site admin if you are seeing this.")

which states, "By the end of 2025 all Google reCAPTCHA keys will be associated with a Google Cloud project" ... if I were to guess, the test site got turfed before it should have. But really, you can create test keys under your own project.
